Inauguration Ceremony of Data Driven Decision Making (D3M) Project

To create awareness and to enable the audience understand the benefits and significance of data driven decision and policy making, a2i in collaboration with e-Government Leadership (e-GL) of Singapore National University has organized a ‘National Workshop on Data: Precious Resources of 21st  Century’ on 25 February (Monday) at the Krishibid Institute Bangladesh (KIB) in Dhaka. Open data is being commonly used in Public Service Innovation in developed countries. It has become an emerging prioritized area in Bangladesh also. As a developing country, Bangladesh has launched SDG Tracker Portal to track the progress of SDG achievement through data. It’s now the right time to identify the SDG indicators and associated metadata for national development and to identify the existing and potential data sources. a2i and the National University of Singapore have agreed to work for a three-year programme which will develop a data driven decision and policymaking model to enhance understanding of the Data Management, Governance and Analytics current assets and the gap, opportunities and challenges that also needs to be addressed. The core objectives of this workshop were developing data-driven models for enhancement of better policy and analyzing gaps on Data Management, Governance and undertaking of Analytics for identifying solutions. “Our goal is now to modernize and become a fit nation for 21 st  century. For that we need data and more of it. And, we can achieve our goal of modernizing by using all these data positively”, Mr. M A Mannan MP, Honorable Minister, Ministry of Planning said in his inaugural speech at the workshop. “Collecting data will help the government in all those sectors which were difficult to work on before”, he added. Mr. Saurendra Nath Chakrabhartty, Secretary, Statistics and Informatics Division, Ministry of Planning; Mr. Md. Mustafizur Rahman, Project Director (Additional Secretary), a2i; Dr. Ramiz Uddin, Head of Results Management and Data, a2i programme; Mr. Ashok Kumar Seetharaman, Centre Director, eGL, Singapore have indicated the necessity of using data in transferring knowledge enabling efficient decision making in their welcome speeches. Mr. Md. Abul Kalam Azad, Principal Coordinator (SDG Affairs), Prime Minister’s Office; Mr. Md. Ashadul Islam, Secretary, Health Services Division, Ministry of Health & Family Welfare; Mr. N M Zeaul Alam, Secretary, ICT Division, Ministry of Posts, Telecommunications and Information Technology; Mr. Khoong Chan Meng, Chief Executive Officer, Institute of Systems Science, National University of Singapore; Mr. Sudipto Mukerjee, Resident Representative, UNDP Bangladesh and Dr. Leong Mun Kew, Director, Graduate Programme, Institute of Systems Science, National University of Singapore spoke in different sessions of the workshop along with other policy makers from public sector and development partners who have an active role in planning development projects, monitoring, advocating for policy change for better implementation of SDGs through the use of data. Mr. Anir Chowdhury, Policy Advisor, a2i has moderated session and delivered vote of thanks. “This event defines what data quality really means to us & finds the right pattern between quality and time” Anir Chowdhury remarked, as a key learning from the event, in his concluding speech. This workshop has enhanced capacity of Leaders, Specialists and Officials from the stakeholder Ministries on Program Management, Data Management and Data Analytics to enable them to develop policies based on data and evidence. It also addressed that data driven decision making enables policy makers to come up with insights that coincides well with the current national problems.
