16.10.2 - Number of countries that adopt and implement constitutional, statutory and/or policy guarantees for public access to information Total : MoFA is under the process of gathering information regarding the number of countries that ensure public access to information. Meanwhile, for ensuring transparency, accountability and good governance present government of Bangladesh enacted the Right to Information Act, 2009. Under the Act necessary Rules have been formulated. The government has established Information Commission to ensure the activities related to right to information. Total 29,213 ‘designated officers’ have been appointed by the authorities till 31 March, 2018 to ensure access to information by the citizens. RTI Working Group has been formed under Cabinet Division and Advisory Committee on RTI has been established at the district level. The Cabinet Division initiated to form three committees from the Divisional level to Upazila level reorganizing the District level District Advisory Committee. The Commission prepared Guidelines for Designated Officers, Authorities and Users on RTIA, 2009. The Govt. prepared Pro-active disclosure guidelines for the Ministries and Divisions. The Commission also prepared TVCs and other campaign materials on RTIA, 2009 etc. Information Commission organizes ‘International Right to Information Day’ each year in district and sub-district level. 16.a.1 - Existence of independent national human rights institutions in compliance with the Paris Principles Total : The Government of Bangladesh always gives utmost priority to the National Human Rights Commission and civil society as major stakeholders in promoting and protecting human rights. The government always focuses on the capacity building of the national institutions. We are committed to strengthen the National Human Rights Commission of Bangladesh as an efficient and independent institution. Over the years, the GoB has increased its allocable portion of fund to the NHRCB by 172 percent. The NHRCB receives its allocated fund directly to its account. The Government has no role in the expenditure of the funds by the Commission. The GoB is also considering expansion of manpower of the NHRCB by creating additional 93 posts and making available more resources for logistic support. In addition, 50 Parliamentary Committees including 39 Standing Committees and Anti Corruption Commission are overseeing the human rights issues. (2017)
